Cedric M. Shen, Esq. | Immigration Attorney
Cedric M. Shen is a U.S. immigration attorney who has been practicing law for 12 years. Born and raised in Vancouver, Canada and currently headquartered in Los Angeles, Mr. Shen is a proud dual Canadian & U.S. citizen. He has also been through the U.S. immigration process firsthand – as an F-1 student, to TN visa, to H-1B visa, to EB-2 green card and finally naturalizing as a U.S. Citizen.
Mr. Shen has been licensed to practice law in the State of California and in all United States Immigration Courts since 2004. He is also licensed to practice U.S. law in the province of British Columbia as a Practitioner of Foreign Law. In addition, Mr. Shen is a certified as a Regulated Canadian Immigration Consultant by the Immigration Consultants of Canada Regulatory Council (ICCRC).
Mr. Shen has been interviewed by major news media outlets, such as Fox News, National Post, The Globe and Mail, KNX Radio, and CNN Money. He has also been invited to speak on the topic of immigration law by numerous organizations across North America, including the Canadian Consulate General, State Bar of California, California Employers Association, the University of British Columbia, and the Asian Real Estate Association of America – to name a few. He has also published several legal articles – including two published articles before graduating from law school. Mr. Shen’s articles have been featured in Los Angeles Lawyer magazine, Curve Magazine, Southwestern Law Review, the Florida Coastal Law Journal, and the Jewish Journal.

Ms. Martinez has extensive experience in preparing a variety of visa and green card applications, including: consular processing, adjustment of status, family-based petitions, marriage-based petitions, K-1 fiancé visas, E-2 treaty investor visas, DACA applications, and naturalization applications. Ms. Martinez is a certified paralegal holds a Bachelor of Arts from UCLA in Los Angeles, California. She is fluent in English and Spanish.

Ms. Davis has 25 years of business immigration experience, particularly with EB-1 green cards, EB-2/EB-3 green cards, PERM, O-1 visas, and L-1 visas.
Jose Ruano, J.D. | Senior Case Manager
Mr. Ruano possesses a Juris Doctor law degree and is in charge of Maximilian Law Inc.’s waiver practice. He has extensive experience with I-601 waivers, I-601A waivers, I-212 waivers, and other non-immigrant waivers. Mr. Ruano is fluent in English and Spanish.
Caroline T. Jay, B.Sc. | Paralegal
Ms. Jay oversees Maximilian Law Inc.’s waivers and inadmissibility department, including I-601 & I-601A waivers, I-212 waivers, and I-194 waivers. She also assists in helping clients assess educational credentials in support of various work visas, such as the TN visa and the H-1B visa. Ms. Jay holds a Bachelor Science degree and an Education degree.
Tatavik Kechiyants, B.A. | Paralegal
Ms. Keshyant specializes in all stages of EB-2 and EB-3 PERM cases, O-1 visas, as well as R-1 visas. Ms. Keshyant holds a Bachelor of Arts degree in Linguistics.
Frederick Y. Li, B.A. | Canadian Regulated Immigration Consultant
Mr. Li possesses years of experience advising clients on Canadian immigration matters, including: advising and providing strategic business immigration solutions for international clients; representing corporate employers engaged in hiring temporary foreign workers; work permits under the North American Free Trade Agreement (“NAFTA”); obtaining work permits for international students and skilled workers; business immigration applications; citizenship applications and permanent resident card renewals and appeals; visitor and business visitor applications; and Criminal Rehabilitation applications. Mr. Li previously worked at one of North America’s leading National Law Firms in the areas of labour & employment, human rights, civil litigation, family, contract, insolvency and alternative dispute resolution.
